this is fox 5 news at 10:00. >> a busy news night begins with breaking news in fairfax county, virginia, a quiet neighborhood in the oakton section is the scene of a double shooting. one person is dead, another is in the hospital. >> it happened around 8:00 on trever house drive. it's off of germantown road. audrey, what can you tell us? >> ryan, i just talked to a very tearful relative moments ago and all he could say, all he could get out was that his little brother has passed away here. people living here at the trever house condominium complex say crimes like this don't happen around here. one neighbor told me he did hear a very loud shot and within minutes, the place was swarming with fairfax county police. >> the call was for shooting,

for shots fired. that is what got us here in the first place. >> and those victims were found inside the apartment? >> there was one deceased person found in the residence. the other was taken to to the hospital. >> police and that relative are confirming that one male has died here at the scene. officers also tell me that a second male in extremely grave condition was transported to the hospital from here as well. neighbors say that the two men lived together in that apartment, they believe this was a domestic incident. that is unconfirmed information, we are still looking into that. all police will tell us is that they are still interviewing witnesses, talking to relatives. so far, all we can confirm for you is that one young man has died here at the trever house condo complex on trever house drive in oakton. brian, back to you. >> audrey, also in virginia tonight, a prince william county boy is dead following a

tragic accident. a four-year-old boy somehow got ahold of a handgun and shot himself in the head. relatives found him inside a parked car earlier this afternoon on empire street in woodbridge, virginia. police say they are trying to piece together exactly what led to the shooting. >> right now, we are looking to see if there's any type of neglect as far as the child being unsupervised. it's still an investigation. >> no one else was injured in the shooting. >> another big story we're following tonight, the mother of baseball legend, cal ripken, is safe after being abducted. a man forced violet ripken from her home. she was found unharmed. tonight, police are looking for her abductor, karen gray houston is live at the police headquarters with the latest. karen. >> this case is one gigantic puzzle. police are unsure of a motive. apparently the man who abducted violet ripken did not make any

ransom demands. he did not hurt her and it is unclear whether he knew the famous connection to the woman he abducted. >> friends call her vi. violet ripken has lived at this house for decades. even before her son, cal jr., was drafted by the orioles and went on to become a hall of fame infielder. iowa gus tocagustus lives next door. >> have you seen her? i said, it's funny, i haven't seen her all day long. >> but somebody did. >> evidently, some guy down at the farms on ebenezer road, this is what i had seen a woman in a car tied up. >> that's when police got involved. baltimore police contacted aberdeen police because the guy

said the car was suspicious and jotted down a license plate number. he says the man in the vehicle claimed the woman in the car was his mother who had alzheimer's. police say mrs. ripken was located unharmed in her lincoln town car not far from her house. safe now, but terribly upset by the whole ordeal. >> evidently, he was waiting in the garage. the garage has doors, he just walked in here and i guess when she walked to go out in the morning, he abducted her and tied her up. put a mask on her and said he wanted money. >> police are looking for a white male, early 40s with a tall, thin build. he was last seen wearing a light colored shirt, camo pants, and eyeglasses. >> okay, now police confirmed that when mrs. ripken was found, her hands were bound. they are not commenting on reports that her credit cards

were used at several locations. we're live in maryland at police headquarters, back to you. >> karen, thank you very much. tonight, we know the identity of the man who drowned in a laurel pond last night. the medical examiner will determine exactly how richardson died. toxicology reports are due back in a few weeks. richardson went into a pond on old stagecoach road, but never came out. the search team found the body at the bottom of the pond, which is four feet deep at its lowest point. dozens of firefighters helped put out flames. the fire broke out at the furniture building in the 700 block of rockville pike. investigators say the blaze started on the second floor. there's no word what caused that fire. >> we had a break from the heat today, but don't get used to it. it comes back tomorrow. sue is following all of this from the weather center. sue, how high are we going to go? >> think we will be

uncomfortably close to the 100s. looks like it's a good bet and already we have a heat advisory that has been issued for tomorrow. hope you enjoyed what we had today, which was spectacular. take a look at the maps because a heat advisory will kick in tomorrow at noon. it runs until 8:00 and that's because that combination of temperatures in the upper 90s and really tropical humidity will make us feel like 100 to 105 degrees. the red shading near philadelphia is an excessive heat warning. probably feel like 110 degrees up there. here's what is coming. we were 89 degrees today, but cincinnati was 95. nashville 96, chicago was 99 degrees. st. louis, a brutal 108 and wichita right there with them. so a little bit of that hot stuff is going to break off and visit us tomorrow. you will notice that humidity climbing even overnight. our temperatures still 80. hard to believe that gaithersburg at 68 degrees. what we are noticing is

humidity and here comes that heat. chicago is 92 degrees at this hour. also have to mention this, folks, we have the the possibility of strong to severe storms. a moderate risk for pennsylvania. we'll talk about the timing for strong thunderstorms and let you know if we see any break in those high temperatures coming. i'll have the full forecast a bit later. it looks like the gunman in the colorado movie theater massacre may have tried to tip off a professor about the violent attack. new information about a notebook sent to the university of colorado. laura evans is in the newsroom with the latest developments. >> two law enforcement officials sent this. inside that notebook are chilling details foreshadowing the horrific event. as that news surfaced today, the latest victim of the shooting went home from the hospital. >> pierce o'farrell is going

home. he is one of the lucky ones. more than a dozen shooting victims remain in the hospital. meantime, that notebook was sent here to this building on the university of colorado medical campus in aurora. a source says it was quote, full of details about how the shooting suspect was going to kill people. drawings of what he was going to do. the law enforcement forcement source says there are illustrations showing stick figures with a gun blowing away other stick figures. it's unclear how long it sat in the mail room. the news comes as 51-year-old gordon was layed to rest. the first of the funerals in aurora. meantime, as prosecutors spend time going back through the crime scene, questions remain as to what will happen to the theater. something theater 9 at century 16 cinemas should never be reopened out of respect for the victims and their families. others say they do not reopen

d.c. police are investigating a man's claim that his first amendment rights were violated by an officer last week. he snatched his cell phone at a crime scene. bob here with the story you'll see only on fox 5. bob. >> brian, the man you're about to meet says he considers what happened to him late last week a robbery at the hands of d.c. police. >> i know i can take pictures of these guys. >> his smart phone was snatched by a d.c. police officer last friday evening here along raleigh place southeast. earl says he saw police punching a man they were arresting, another plain clothed officer harassing the people watching. >> so, i go and grab my phone and start trying to record it and once i do that, reaches

over my back, grabs my phone, and tells me he is not giving me my phone back. >> that was the wrong thing for the officer to do. >> aclu says that officer may not have known about this new general order issued by d.c. police chief, kathy lanier, that went into effect last thursday. >> the order is completely clear, that in terms of preventing a person from taking pictures, the police never do that. >> order comes as a result of a lawsuit spitzer filed on behalf of jerome, who explained he was detained by a d.c. police officer while taking these pictures of a traffic stop in georgetown. >> did you know that you were within your rights at that point? >> absolutely. i knew i was in the full scope of the law. >> this is why we file this lawsuit and this is why we needed this order is because here in d.c. and around the country, we have seen so many instances of police being camera shy and worse, because

they don't want people to see what they are doing and when they are in public, performing our business, we have a right to know what they are doing. >> earl, who is 26, and works for a private nonprofit mental health agency in the district says when he got his phone back later that night, the memory card was missing. including hundreds of pictures of his daughter, katherine. >> i know it has to be illegal. it hurts me a lot. that's a lot of pitches. >> we reached out to d.c. police officials for comment, but instead sent a brief statement saying they are aware of earl's allegation and are looking into it. shawn. >> bob, thank you. quick action by two prince georges county police officers save the lives of 30 people last night. lieutenant scott fin and corporate, rickie addy noticed smoke coming from this apartment building. the pair went into the building without any fire gear on. got every single resident out safely. today, the officer shared their

story saying it wasn't easy. >> so then i went up and kicked the door and then the lock broke, but the chain was still on. as soon as i saw the chain on from the inside, i knew somebody had to be inside. i continued to kick it until the chain broke. she was in the back bedroom. she wondered what was wrong and i kept telling her there was a fire. >> tonight, the cause of the fire is under investigation. a traffic alert now for anyone using the ride on bus service. the regular weekday operating schedule resumed today, but riders should still expect delays through the end of the week. everything should be back to normal by monday. the county pulled dozens of buses out of service. it was the seventh bus fire in the last three years. we are on the eve of redskins training camp. it is mike shanahan's third season as head coach, robert

griffin iii taking over his quarterback. he was in ashburn for rg3's press conference today. >> sometimes they do it with quarterbacks, you pick specific days. we aren't going to be able to grab rg3 off the field. he will speak six times during training camp and during the preseason. today was the first. he was really good. sometimes he was funny. sometimes he was serious. it was a good mix of everything. he's been in town for a while taking part in a rookie camp last week after he finalized his deal with the redskins. he signed just a week ago, four years, $21 million all guaranteed money. tomorrow he'll take the field for his most important practices as the skins starting quarterback. he hopes he can lead this team to success and turn around the season. he is 22 years old. already the face of the franchise and not taking that for granted. >> it's a blessing. you know, nobody gets a chance to come to the capital city of the united states and play and

this is fox 5 news at 10:00. >> their colleges in name only. a degree can be bought and paid for with little work. these bogus universities from agency, tonight, fox 5 learned some professors at udc who claimed to have phd's, got them from a school that fits the government definition as a diploma mill. sherry lee investigates. >> reporter: getting a college degree, especially a phd isn't supposed to be easy. it takes years of work,

classes, and exams. then there's commonwealth open university. a phd costs about $3500. oversees accrediting considers a phd nothing short of a phoney degree. >> if i get a degree from commonwealth open university, is that worth the paper it's written on? >> highly unlikely. that is, an employer should want confirmation of the legitimacy of the degree. they would have trouble getting it. >> the degree didn't raise red flags for three professors in the criminal justice department at the university of the district of columbia. the phd's earned the professors a bump in salary. angelyn and is director of the master's degree program, earned

her phd from commonwealth open university, so did sinclair, an assistant professor in criminal justice, and margaret moore, who once ran the department. >> it's very serious. i worked hard for my first degree and i'm shocked. >> the school in the british virgin islands has no website. the university claims to be accredited by the school for advanced schools on global education and distance learning and told fox 5, no course is going to be accredited or recognized everywhere. it is not recognized by the department of education or a legitimate accrediting agency in the u.s. or britain. under federal law, it meets the definition of a diploma mill. >> i would call them that, yeah. >> in response to our

findings, dr. ken bane, vice president for academic affairs said, the overwelming majority of professors and leaders are extremely talented. credential professionals, or other terminal degrees. we will address anyone who does not meet our internal review standards as we continue crafting the model university. to show how easy it would be to get a degree from commonwealth open university, i submitted an application, claiming to be a history teacher with 15 years of experience. >> without requiring any transcripts or proof of work, commonwealth open university e- mailed me saying i had been accepted into it phd program. all i needed to do was write a 50 page report and of course, pay. i didn't enroll, but they made it seem like a piece of cake. considering a doctorate from a recognized accredited university usually takes more than eight years and can cost tens of thousands of dollars. >> at the very least, you are

going to have to take doctoral study, do research, and have to write a doctoral dissation, which can take years. >> can i get one in a few months? >> yes, if you get a diploma mill doctorate. >> it's not just udc, an investigation by the chronicle of higher education found professors with diploma mill degrees across the country at all levels and a 2004 report by the government accountability office found hundreds of government workers with fake degrees, too, some bought and paid for at taxpayer expense. council member, kenya, who chairs the committee that overseas them called for a thorough investigation and said, quote, i am deeply concerned to learn about the questions raised about the credentials of three professors who hold phd's. a nonaccredited institution. i will continue to monitor the development and will review the hiring policies at a future

oversight hearing when the council reconvenes. the phd's could be damaging to udc's accreditation as it tries to raise standards. attempts to track down the professors failed. he told fox 5 he did his work at the university of paris, but ran out of time. he couldn't find another university to accept his work except for commonwealth open university. and claims he thought it was a legitimate degree. the other two professors did not return our calls for an interview. >> they should lose their job. that's like discrediting the university. >> professor flowers has a law degree from georgetown university. all three were hired before getting a commonwealth open university phd. >> does it necessarily make them unqualified? >> no, but it makes their judgment highly questionable. >> too smart, some would say not to know a phd this easy is from a diploma mill. >> now the diploma mill

business is a billion dollar industry and hands out an estimated 200,000 phoney degrees a year. allen, vice president of the university relations and public affairs joins us now to respond to tonight's story. allen, first of all, explain how these professors with what our investigation found who have diploma mill degrees got through the universities background check and were assuming that you do that. >> sure. first of all, thanks for the opportunity to come on and add perspective. i think from the on set, we have to say that they employ 250 qualified, talented professors in our system. they are from institutions like harvard and m. m.i.t. in january, our new probo began a process to help us understand what our academic assets are. to understand where our strengths are, where our

weaknesses are. to the extent now that information has been presented that would have us take a serious look at these issues. the doctor is going to do that and he wants an opportunity to engage a full investigation and figure out what the facts are. >> and to your credit, allen, we did look at all the professors on the faculty and these were the only three we found. given that, should these professors be fired and what does that mean as far as the integrity of the university? >> as far as the integrity of the university, what we do when we look to hire a professor, we look at the totality of the individual. the individuals are all individuals who have had good track records, good professors, and successful careers and they have demonstrated an ability to lift students up. that's what we are about. we are about student achievement. to the extent this information has been presented, of course, that is going to be looked into. but the doctor wants a chance to go through and look at the information and consider the facts before making any kind of

decision on this. >> so at this point, we don't know what their future is. but we do know that they do get paid more money if they have that phd, it's required for some jobs. if the university does find, as we did, that these degrees are from a diploma mill, what should these professors owe university? >> dr. bane has said, there will be consequences. ken, the information we have at this point does not lead us to start whipping people up into a frenzy and start making people think that the world is coming to an end. it is not coming to an end. it's a situation where we need some time to look at the facts and examine what the situation is. >> all right, udc looking into this issue as well as the d.c. council. allen from udc, thank you very much for being with us. >> thank you for the opportunity. >> thank you, sherry. it is the affair that has

vdot introduced the only type of easy pass. the flex transponder allows drivers to switch between a standard toll paying mode and the brand-new hov mode. it designed for the new express lanes set to open later this year. vdot says the express lanes will expand public transportation in fairfax county. >> it's a game changer and we are going to be able to now provide service, something we had not had before on these new hot lanes. and i can tell you from working with their fairfax county office of transportation, that is a number one priority. >> vdot says you can still use

the standard transponder in the express lanes, but not able to use the new free hov option. >> union station set to undergo a major overhaul. traveling more convenient for passengers. john hanrahan has more on the expensive proposal. >> the beautiful interior of union station is currently being repaired from damage. d.c.'s main rail stop is the second busiest train station in the u.s., but it is being served by a track layout designed 100 years ago. amtrak officials have very ambitious plans to build high speed rail service on the whole northeast corridor, that would cut trip times by more than an hour. just over 90 minutes from here to downtown manhattan. >> time is important to me. >> will you pay more? >> yes, i would. >> the new high speed rails would be buried under the rail's currently leading to the

station and the high speed terminal would also go under the current station. the price tag for that and other improvements here, $7 billion. ask how much of that would be federal money, amtrak president gave reporters an oblique answer. >> let me answer the question this way, when you build highways, you can expect to get 50 to 80 percent of the funding. when you do a transit system, you can expect that same kind of percentage. but they left inner city passenger rail out of the equation in the past and we have a bill coming up this next year that may answer some of those questions. >> another part of the redevelopment plan for union station, over the tracks out back, the construction of a whole new neighborhood consistenting of office, retail, and housing. on paper, private money would pay for that project. >> given the projections of a sizable federal deficit for the foreseeable future, spending $7

tomorrow. it was a video postcard today. we were hot at 89 degrees, but that was a bargain and certainly way lower than many of these other temperatures that i'm about to show you. this is what we're talking about tomorrow. a little bit of the heat starts moving in our direction. 108 for st. louis. 104 for lincoln, nebraska, all triple digits across texas. little rock at 102 degrees. this huge heat dome is going to be out for another few days. the worst will be tomorrow at 99 degrees. less hot friday at 96, thanks to cloud cover coming through. the weekend should be a little more reasonable with temperatures in the low 90s, that aught to feel good. now we know that we have a hot day tomorrow and a heat advisory has been issued by the national weather service. from noon until 8:00 to cover the hottest portion of the day where the upper 90s and tropical humidity will make it feel like 100 to 105 degrees.

so we know that's coming, but i wanted to show you that coming around the edge of that heat, no thunderstorms for us today, nice clear sky. coming around the edge of that extreme heat, we had quite a will the of thunderstorms. all these yellow boxes showing where the severe thunderstorm watch is and some of that is going to be moving across the great lakes and we will also have to watch that line tomorrow. so the storm prediction center has a vast portion of the country over the slight risk for strong to severe thunderstorms. in this area, it's a slight risk tomorrow afternoon, but these moderate risks into new york state and through ohio, that means you are expecting a good chance of damaging thunderstorm, straight line wind damage possible up through there as the hazy, hot, and humid air comes in. some could drift into our area. i'll show you the future cast in a moment. but this front that will be coming closer to us tomorrow will taken for to move on

a seven-year-old boy is missing his tricycle tonight. someone stole the bike designed to help deal with his medical condition. his family is hoping that someone watching right now knows where the bicycle is and returns it. fox 5's beth parker has the

story. >> reporter: ethan can throw a football, but he has trouble catching. he can spell his last name. p-a-u-g-h. >> he works for everything he's gotten. when he was a baby, ethan was diagnosed with willie syndrome. the kids are often delayed, have very little muscle tone, and rapid weight gain due to an insatiable appetite. many families have to lock up the food. >> keep it locked. >> doctors put him on a 1500 calorie a day diet, but even so, ethan weighs 190-pound. he has never been able to ride a bicycle until maryland's developmental disability administration and a nonprofit got him a special tricycle. his grandmother will never forget the day it was delivered. >> i had tears in my eyes. >> happy. >> the total cost of the bike,
